Paris buy-to-let, costed: a EUR 9,590/sqm flat, a capped rent and 37.2% of non-resident tax — net about 1.3%
Composite-board score: 3.3 · Where it is strong: Stability & rule of law, Evidence strength · methodology
This site costs Paris direct property to the bottom (30 sqm, unfurnished, a Singapore non-resident landlord): purchase at EUR 9,590/sqm (Notaires–INSEE, Aug 2026) plus about 7.5% acquisition costs gives an all-in capital of about EUR 309,000. Rent is not taken from portal asking prices (EUR 33/sqm is a vendor mix skewed to small and furnished units) but from OLAP, the official Paris rent observatory: EUR 28.30/sqm/month for recent tenants (EUR 26.30 for sitting tenants) — and that rent is itself capped by the reference-rent ceiling (loyer de référence +20%). Gross on all-in capital is 3.30%; after non-recoverable co-ownership charges, taxe foncière, management, voids, maintenance and tax filing, net operating income is about EUR 6,308, or 2.04%; then the French tax gate: the non-resident minimum income-tax rate of 20% (the band up to EUR 29,579) plus social charges of 17.2% in full — note that the reduction to 7.5% belongs only to people affiliated to an EU/EEA/Swiss/UK social-security system; Singapore residents are outside it (the CJEU's Jahin ruling confirms the coordination regulation does not reach third countries — case law does not rescue) — together about 37.2% of net rent, leaving cash of about EUR 3,960 and a net yield of about 1.28% (1.2–1.5% across bases; even the micro-foncier 30% lump-sum path was checked — it is worse). The control regime must be read with its date: the level cap is in force today, but its experiment legally expires on 24 November 2026 — the Senate has passed a two-year extension (325–17) and the Assembly vote is pending at research date; the increase cap (zones tendues) is a separate mechanism, already extended to 31 July 2027. Add the energy red lines (DPE G-rated homes banned from letting since 2025, F-rated rents frozen) and strong tenant protection (three-year leases, a winter eviction truce). Verdict: below-bar explainer — placed beside the SIIC basket in the same city and the same buildings (in-hand about 6.92%), it is Paris property's most honest comparison table: one is an asset, the other is income.
In short: four lines first
About EUR 309,000 all-in for 30 sqm (about EUR 515,000 for 50 sqm)
1.2–1.5%(Paris residential buy-to-let net yield (site full-cost derivation))
Heavy burden (notary, annual SIPNR filing, French-language management, tenancy law)
This entry is itself the conclusion: a net of about 1.3% with zero liquidity and strong tenant protection fails as cash flow — its only working readings are own use and capital parking, which sit outside this site's scoring dimensions.
The numbers that matter
Why we think it makes money
The OLAP-versus-portal contrast (EUR 28.30 vs EUR 33) is the standard lesson in which rent to cost with: in a capped market the lawfully collectible rent has an official observed value, and costing with asking rents books the illegal part as income.
The non-EEA landlord's tax cell is this site's most complete asymmetry specimen: the 20% minimum income tax plus the full 17.2% social charges, with the case-law escape door closed to third-country residents (Jahin) — the France page turns 'which cell your passport falls in' into a number (37.2%).
The control regime's two mechanisms (the level cap's experimental fate versus the increase cap's enacted extension) are separated and pinned here for the first time on this site — in French-language content they are conflated at a very high rate, and this page stands as the correction.
How to actually get in
- This page is a costing explainer and offers no purchase route. The institutional facts, for self-verification: foreigners buy without restriction, but a notary is compulsory, a French bank account is near-essential, an annual filing with the SIPNR (non-resident tax office) is mandatory, and the DPE energy rating must be checked before letting (G-rated homes are already banned).
What it costs, what it earns
Entry amount: About EUR 309,000 all-in for 30 sqm (about EUR 515,000 for 50 sqm)
How much work for you: Heavy burden (notary, annual SIPNR filing, French-language management, tenancy law)
- Round-trip friction of about 7–8% (transfer duties of about 5.8% plus notary and registry on entry; selling costs on exit): against a 1.3% net, that is six years of after-tax rent.
- Compliance capital spending: DPE F/G-rated stock must be renovated before it can (continue to) be let, and capped rents do not allow recovering that money from the tenant.
Basis: this site uses full-cost net returns only — income minus vacancy, management, maintenance, taxes and insurance, then financing interest, with entry costs in the denominator. See the methodology。

Risks: what could go wrong
What we have not verified yet
The following key figures have not yet been verified; the reason is noted for each item.
- The costing's co-ownership, taxe foncière and management lines are planning assumptions in normal Paris ranges (operator estimate): verify item by item locally for a real case; price, observed rents and all tax rates are verified.
- The social-charge bracket for furnished letting (BIC) by non-EEA residents (17.2% vs the new 18.6%) is inconsistently reported in 2026 practitioner sources — this page uses the unfurnished basis throughout; the furnished path is unverified and not cited. The Assembly's final vote on the cap extension follows the enacted text.
FAQ
- I see Paris rents of EUR 33/sqm online — isn't EUR 28.30 too conservative?
- EUR 33 is the portals' asking mix (small and furnished units pull the average up); EUR 28.30 is OLAP's observed rent for recent tenants. More importantly, the law: in capped zones an unfurnished lease may not exceed the reference rent +20% — the portion of a EUR 33 rent above the ceiling is contestable and recoverable by the tenant. Costing with the observed value is not conservatism; it is counting only money you may lawfully keep.
- Weren't the social charges struck down by the European courts? Can I reclaim them?
- What was struck down was charging people affiliated to another EU/EEA/Swiss social-security system (the de Ruyter line) — the relief door opens only to that circle. For third-country residents the direction is opposite: Jahin (C-355/16) confirms the coordination regulation does not reach third-country affiliation, and French courts refuse non-EEA reclaims on that basis. A Singapore resident budgets the full 17.2%; any agent promising to 'get your social charges back' should first produce a precedent applicable to third-country residents — they cannot.
- So who should buy Paris property at all?
- Own-use buyers and euro asset allocators — in their ledger, the Paris flat's return is residential value and euro-denominated capital preservation, with the 1.3% rent as a by-product. This site keeps only the cash-flow ledger: on the same Paris buildings, the SIIC basket pays about 6.92% in hand with daily liquidity and no tenants; direct property pays 1.3% with no liquidity and all the tenants. Both ledgers are lawful — recognise which one you are buying before you pay.
