Dubai paid parking (the Parkin listing): a 47.2% net-margin business in a 3.5%-yield stock
Composite-board score: 6.5 · Where it is strong: Tax friendliness, Net cash flow · methodology
This entry is the mirror image of this site's Vietnam parking entry: the same word "parking", killed in Vietnam by regulated prices plus land opportunity cost, lives in Dubai on a single 49-year exclusive concession — Parkin is the sole operator of all paid public parking in Dubai (concession 2024–2073, about 229,000 spaces) and is listed (DFM: PARKIN), so the only entry for an ordinary investor is its shares. The operating economics are audit-grade beautiful: FY2025 revenue AED 1,326.0M (+43%), a 60.2% EBITDA margin, a 47.2% net margin, and AED 733.6M of operating cash flow against AED 13.9M of capex. But shareholders do not receive 47.2%: even with a generous payout policy (the higher of 100% of net profit or free cash flow to equity), the FY2025 dividend of AED 0.219 per share against the roughly AED 6.28 price of November 2026 is a yield of about 3.5% — the 27–29× P/E between the two numbers is the growth the market has prepaid (spaces +11% a year, utilisation only about 23%, 49 years to run). Read this entry as the two numbers on one screen: 47.2% is what the concession is worth; 3.5% is what you pay today. Do, on conditions — with two regulatory variables read alongside: about a third of revenue is enforcement fines (politically sensitive), and the variable concession fee Parkin pays RTA (currently 20% of relevant revenue) is being renegotiated after the April 2025 tariff reform (20–27.5% under discussion; Parkin has booked an extra AED 44.5M provision on its own estimate).
In short: four lines first
Listed shares, any amount (DFM: PARKIN)
3.5%(Parkin dividend yield (FY2025 dividend / Nov-2026 price))
Very hands-off (listed route; direct operation has no entry)
The concession-fee renegotiation is an unpriced number hanging over the stock: RTA is discussing raising its share from 20% toward 27.5%; Parkin has provided an extra AED 44.5M on its own estimate, but the counterparty has not fixed the rate — each point of fee share moves the net margin by roughly a point. This is the structural bargaining of a regulator who is simultaneously landlord and price-setter, and it will recur across 49 years.
The numbers that matter
Why we think it makes money
The concession structure is a rare species in parking: 49-year exclusivity, government pricing in hand, and incremental spaces arriving automatically with city growth (+11% in 2025) — the textbook counterpoint to Vietnam parking's "no pricing power", and the two entries are deliberately mirrors.
Cash conversion is extreme: AED 733.6M of operating cash flow against AED 13.9M of capex is the financial signature of a concession asset (no car parks to build; the city supplies the spaces), and a 100%-payout policy makes the shareholder return path unusually legible.
Utilisation of only about 23% (Q4 2025 average) means revenue growth does not depend on price rises: space supply and the city's vehicle growth fill it naturally — the growth story has a physical basis, not just a pricing one.
How to actually get in
- Listed route (the only route): buy PARKIN shares through a DFM broker, any amount; free float is only about 25% (Dubai Investment Fund holds 75.01%), so judge liquidity on that basis. Operating parking directly in Dubai has no entry — the concession is exclusive.
What it costs, what it earns
Entry amount: Listed shares, any amount (DFM: PARKIN)
How much work for you: Very hands-off (listed route; direct operation has no entry)
- Shareholder level: brokerage and currency costs; the UAE levies no withholding on individual dividends.
- The concession consideration (company level, inside the statements): Parkin prepaid RTA AED 1,100M plus AED 300M deferred for the rights, and pays a variable concession fee on revenue (currently 20%, under renegotiation) — the true cost structure of this "business".
Basis: this site uses full-cost net returns only — income minus vacancy, management, maintenance, taxes and insurance, then financing interest, with entry costs in the denominator. See the methodology。

Risks: what could go wrong
What we have not verified yet
The following key figures have not yet been verified; the reason is noted for each item.
- The final concession-fee rate: under discussion (20–27.5%); the company's provision is its own estimate — RTA/Parkin formal announcements govern.
- Utilisation (about 23%) is a quarterly average on the company-results reporting basis; categories of space differ widely and it is not extrapolated to any single asset.
FAQ
- Why is the verdict the opposite of the Vietnam parking entry's?
- Two things differ: pricing power and where the assets come from. In Vietnam the operator carries land and construction costs while fees are government-set; in Dubai the state packaged existing spaces and the pricing system into a 49-year exclusive concession held by one company, and investors buy the concession's cash flow rather than a car park. The same industry word, two entirely different assets — which is why this site places the two entries side by side.
- Can the 47.2% net margin last?
- Its composition decides its fragility: the low capex is real (a concession asset), but the concession-fee share (20%, possibly 27.5%) and the fine-income share are both policy variables. On current terms the margin has structural support; move either policy dial by one notch and the margin moves first. Read RTA announcements before Parkin's statements when following this stock.
- Utilisation is only 23% — why did revenue still grow 43%?
- Three sources: the space count grew (+11%), the April 2025 variable-tariff reform raised peak and core-area prices, and enforcement (fine) income expanded with coverage. Low utilisation here is not a weakness signal but a sequencing one — pricing and coverage first, filling later — though the fine component is also the least stable part of the revenue.
